Hey Steve,
Did you try the 3M yet? If so did it work? From my experience with glueing minicel, I would avoid the spray in this instance. Although it may hold fine for awhile, contact cement (the stinky one) works better. Possibly even better yet, is Marine GOOP. Amazing holding power. The last glue test I did was with neoprene to minicel and found that the 3M spray was the worst, another spray #77 or #99 or??? was slightly better than that, but neither compared to the strength of contact cement and the Goop was the best. I also tried the water based contact cement that says it's for neoprene rubber, but it did not hold as well as the others. Good luck and let us know how it goes.
