Look at all those responses! Forgive me for not reading them all :) You can get away with a small palm sander like the one in your picture; that's what I have. You would want other sanding pads/fairing boards for efficient hand sanding though because doing it all with that little sander will become tiresome. Fairing boards (aka Speed File) and special long paper are available from your local auto paint store. The biggest drawback to hand sanding is dust; you can't hook up a shopvac to your elbow. Otherwise, hand sanding is great exercise.
