I called the Coast Guard last year, and that is exactly what they told me. No motor, no HIN. Then I read the article by Larry Burden in Wavelength, suggesting that the HIN is necessary (but then, he's not with the CG). Seems the most anyone can say is "maybe it is, maybe it isn't, but in any event, no one cares". I haven't applied for one yet, but I might.
