The closest document I can find that seems to even remotely relate to kayaks
is Construction Standards for Small Vessels, Appendix B. It contains the application for the single vessel label. It is for all Pleasure Craft
capable of being fitted with an engine, including sailboats. (how's that for vague?). I can't find any reference to size of engine. I have checked every
box on the form as "other" - steering, boat type, engine etc.

I should just mail it off and see what happens.
