Everybody, thanks for the help! It makes a big difference to the first time solo builder that the people on this BBS are so responsive.
I decided to calm down a bit and went back to the boat and hand sanded (+ very light sanding with a different variable speed powered sander). I was able to "polish" away the spots that had peeled up and I think that the discoloration or hazing that I was seeing was the result of high and low spots in the finish. Shiny low spots and dull high spots look very different even when wetted out with water I guess. At any rate, I was able to get another coat on late yesterday - this time with a sprayed down, way more dust free environment, and it looks much better. Also brought an electric space heater in the garage to try and keep the temp up as much as possible.
Anyway - the second coat look much better than the first and I'm going to be more patient for the cure time.
