Try it with oil. A regular drill bit should work fine, but now that you have fancy titanium ones, they should cut through that bolt like butter compared to what you experienced before.
Just keep the tip of the drill bit in a pool of oil. Err on the side of too much oil, and the only problem is a bigger mess to clean up when you are done. You already know what happens when you don't use enough oil.
