Sounds like you used stainless steel bolts - the stainless will get hard if you over heat it from drilling at high speed. Drilling with a dull bit creates more heating and hardening which dulls the bit even more - it's a vicious cycle. Once you burn the inside of the hole even a new bit won't go thru.
Use a drill press if you can - Keep steady down pressure so that you are making chips, not just spinning on the surface. Back the bit out and squirt oil in the hole every few seconds to keep things cool.
With the right speed and lube, high speed steel bits should be just fine.
