I've covered several seats with neoprene. It looks more finished than the raw foam. I don't know that it improves comfort in any way. Comfort is more a factor of getting a good shape. A seat can be hard as a rock and comfortable as long as the shape is good.

I used contact cement. It is tricky and you need to do it one shot, but it is hard to beat for durability.
