Based on the recommendation of our excellent site-host, Nick, in his book, he recommends staggering layers so the widest is first...then, when you do your fairing sanding, the outer layers only are cut, and you don't lose the strength of your longest fibers...

For a sacrificial layer, this strength benefit isn't as important, but under saran wrap, the fairing difficulty problem isn't really there anyway.

Ease of construction is a moot point with saran wrap. without saran wrap, the widest layer on top is easiest.
