I've never had your problem and have used West on two boats. I work indoors around 70 Degrees ( I think?? around 18 C)

You said you are working outside is the boat in the sun? I'm wondering if the boat itself is heating up from solar radiation, above the ambient temperature. Then in turn the epoxy is being quickly warmed by the boat. Or perhaps the UV is causing problems? If so could you work in the shade? I'm just guessing.

best bet is to call the West Epoxy people, see what they say.
