Look under the bumper and observe where it is mounted to the frame. Most cars I've seen tend to have a few extra holes drilled into the bumper mounts, or at intervals along the underside of the bumper. Or, you can always drill a few holes there.
Once you have a likely spot, insert an eyebolt and fasten it securely. usually you can leave it there for later use without it being seen, and without doing any damage to the car. Other posibilities would be to use a short length of chain, which would be wrapped around the bumper mounts. Tying your rope to the chain, or the eyebolt, prevents the end of the rope from being cut by abrasion against the sharp edges of the sheet metal, or anything else under the car.
I think cars were designed by fishermen who wanted to transport their boats. The more you look for tiedown spots the more you'll find.
