My experience with Industrial Stength Velcro in kayaks has been almost universally negative. The adhesive won't hold for long in a wet environment. In cold weather, I've had the adhesives separate from the hook side of the Velcro. The hook and loop are different materials and the hook is very difficult to bond to anything.

I suggest that you install your knee braces with contact cement. It's easier to use than epoxy, holds well and is MUCH easier to remove, if necessary. My preferred glue is DAP Weldwood Gel contact cement. As for positioning, one of the beauties of minicell foam is that you can add or remove material at will. If you screw it up, you just rasp some off or glue more on until you get it right.
