i built a clc. 17 and put a rudder on before i got to paddle the boat it seems to be a waste i used it once on the first paddle and never lowered it again.the chesapeake tracks well and should not require eathier a rudder or skeg.i'd paddle the boat a few times with out and see how it feels you could always add one later if you feel the need. if you put one on and decide you don't need it you already spent the money and probely drilled holes in your boat for no reason
