As wood is exposed to air it will oxidize and darken. where you've spilled some small amounts of epoxy the wood will stop teh oxididation process and will appear as lighter spots. If the wood has been sitting for a while (either with you or at the lumber yard, etc. is will have darkened slightly so that any sanding will show up as slightly lighter spots.
By slightly, I mean that if left for a month, it might be seen under good light if you are looking for it.
my suggestion is to lightly sand the whole boat just before epoxying for best appearances. however if you left it for a month or so it would only be seen if you were lookign for it.

Or more. pygmy recomends that you do not go through the outer veneer of the okuome, or about 1/3 the thickness. Outer chines are easier to glass over than inner chines. Inner fillets should be a minimum of either the thickness fo the wood, or about 3/8 for 6oz glass. (smaller than that it will want to pop out of the chine becaus of the stiffness of the glass and you will need to find some way of keepingthe glass int the joint)
