I just got off the phone to West Syatems. They also said just to wait for epoxy sand-ability. You can varnish right away.
I have seen several references on this forum about epoxy shrinkage and waiting to varnish.
Since my first opportunity for varnishing will be in a month or so(I hope), I am going to do an experiment on my test board. Glass, fill, fill, sand, smooth coat, sand and varnish on one side, same on the other side except I will wait to do the last sand and varnish. It won't be 100% valid, but I expect it will give me some indication. I will gladly waste the varnish to experiment than have a crappy finish.
I'll let everyone know what I come up with.
Oh by the way...If anyone else out there has already done the experiment, let us know.
