for 1: if you put another coat of epoxy on top of the sanded epoxy, all scratchs will vanish. Varnish will mostly vanish. However Vanish onto epoxy that has been sanded into the weave will stand out horribly in the sun.

for 2) you know you've sanded through and hit the fiberglass, because you'll see the white of the fiberglass. Usually this will look like a chris cross pattern. however if you have only one coat on, and are sanding for the first fill coat... you will have the chris cross pattern, the fiberglass is visible as being more white than the sanded epoxy.

That's my understanding, I still do not consider myself really experinced.
