Gotta be able to quick disconnect it. That means a waist belt or a quick release mounted to your deck within easy reach of the cockpit.
Mounting your tow line closer to the cockpit will make your boat less likely to broach and skid. Having the towed boat hooked to your stern will pull your stern all over the place, and you'll lose your direction control.
