It depends on the shape of the hull and the lay of the glass, but another cause of 'the waves' can be having a bunch of cloth overhanging. Trimming to 1 or 2" before starting glassing helps keep the excess cloth from acting like a curtain. If it's really bad, a dart cut or two up to the sheer line will help it behave. Don't know if this is what you saw, but it's another possibility.
