I did mine in several steps. When I glassed the outside of the deck I ran the cloth on the outside of the combing...over a little filet of thickened epoxy.
I then trimmed off the top of the combing. I then laminated the Ash cockpit lip...shaped and sanded the lip. Next I put a single layer of glass draping from over the lip down the inside of the vertical combing...trimmed when green. Finally, when I glassed the underside of the deck, I let the glass drape down through the hole...again trimming when green.
I am a big guy - 220lbs. I felt I needed the extra support on the lip. I can tell you it is extremely strong.
