It's either bad epoxy in the first place or a bad mix ratio.

Mix up a cup of epoxy to the proper proportions and see if it cures in the cup. If it cures, and you're positive you did the same with what's on the boat, maybe your boat needs more heat and time to cure.

If the cup doesn't cure out....I'm sorry!

I had a set of paddle blades that didn't turn out. I convinced myself that something wierd was going on, I mean, I counted my pumps exactly. Turns out the pumps were burping. I only measure in graduated cups now.
