Hi Joe;
Yes, you should get rid of the runs and drips, but use a scraper or surform to knock them down, then a light sand and you are ready to wet out the cloth.

You could do a 2nd seal coat but I wouldn't bother. During the wet out ,the blotchy areas will soak up more resin.

I have not used S-cloth so can't answer that for you. Others on the BB have used it I think so you'll probably get good advice on that point. My thought on the S-glass is ,If you want to try it it's only money!
