This sounds like the route I will take. I can paint the line work on top of the final epoxy coat then cover with various layers of varnish. With enough thin layers of varnish then I may not have to worry about sanding into the paint for some time.

I started a test board last night which has well cured glass with one fill coat. The board was masked off using blue painter's tape to allow for 2 parallel paint lines, one 1" wide the other 1/4" line. For extremes I hung the board vertically on the wall while I painted. A quick peek under the tape this morning indicated that there was no paint sneaking under the tape after the first coat. 2nd coat of Tremclad was added this morning.

I will add varnish to my test board after the Tremclad drys.
