Hi Andrew, The amount of fill coats really depends on how thick or thin it goes on and the weight and weave of the cloth used. If you don't sand between fill coats, then it would take many coats to get a smooth finish as the high spots build up almost as much as the low spots between the weave.

After your two initail coats, it should be more than safe for a bit of sanding. You will notice the weave pattern right away. Don't try to sand it all out or you most likely will sand into the cloth. Just take of the high spots. It may take anywhere from one to three or even four more coats to get the results you are looking for. As you you get closer to having a smooth finish, you may notice that you are sanding almost all of the previous fill coat off, just to smooth out the last few low spots.

Bottom line, you will know when you have enough fill coats when everywhere you touch with a sanding block or scraper takes the shine off of the epoxy with no bright spots remaining. Varnishing will bring back the bright luster, don't varnish over "shiny" epoxy.
