Like Scott, I haven't used it for a frame either, but I've had a chance to
observe it's properties while using it as electrical conduit and my opinion
is that it's weak and flimsy. If Wayne Martin would ever built the PVC
kayak he has been threatening to make, we'd all know for sure.
Until then, and probably after then, it's wood or aluminum for me.

On the other hand, here is your chance to beat Wayne to the punch.
You listening Wayne?

All kidding aside, you'd probably have to go to fairly large OD tubing
to achieve adequate rigidity and "strength". Just having to define it in term
of strength bothers me as it's not required when discussing wood or aluminum.
If cost is the issue, use wood.
