Sounds like you're very clear about what you want to do with the boat. I'd get in contact with all those designers and ask for a referral to someone that's used one of their designs for that purpose. Can't help you there since I've not done any surfing, whitewater, etc. I wonder if Jay Babina's Outer Island would fit into your range of possible boats?
