Hmm. Methinks that the stresses which might be induced by torsion on those outrigers could just as easily be handled by crossbracing and guywires, with more control, lower cost, much less weight and faster installation. A cloth cover made of fiberlass fabric (or perhaps carbon fiber, spectra, or kevlar) could provide some structural strengh, too. Staple it over the top and then paint it with a couple thin coats of resin. If you put down a layer of saran wrap before laying on the cloth you should be able to pull the staples and remove the fiberglass. Beef up the edges with a couple more strips of glass and resin and when it hardens you'll be able to mount this entire cover with screws and a gasket, or caulk.
