I'd suggest starting off by getting down to the library and snagging a copy of Nick Shade's book, "The Strip-Built Sea Kayak" and read through that quickly while you lurk on the bulletin board - two weeks of lurking will teach you alot.
There are three major construction techniques for wood kayaks - they vary significantly in time commitment and complexity. Until you make the decision which technique you are going to use, it's tough to answer the time, cost, skill issues.
I was just sitting down to add a couple pages to my website, including a section on the differences between the various construction methods. Don't have the page done yet - I'll be back and post a link when I get the page posted.
