I had a similar problem on my double where I used 2 overlap pieces on the second layer of glass on the bottom football. For me it was easier to put a second fill coat on before sanding which will help prevent you from sanding through the "lower glass" as you feather the edge of the higher glass. I used this technicque for all the veneer that I applied to the deck. Run your squeege parallel to and over the overlap as to "fill in the step void with epoxy. I had to do this twice to cover the stepped glass that I put on my bottom football. But once you're done, you won't notice that it is there.
