I've been tinkering around with one a little but still am not satisfied yet.

A wide wheelbase is needed and the kayak needs to be as low as possible so it doesn't tip over going around a corner.

I used 2 wheels on an axle with wooden uprights that supported a sling or strap that went all the way around the kayak and cinched tight. Kind of like you would do on a cartop carrier.

Then to keep the cart in place I had 2 long slings or ropes that went from the axle to the bow and another from the axle to the stern that could be tightened. The cart was attached just behind the cockpit so the kayak weight is supported by the cart, its not suspended between the bike and cart. Too much "trailer hitch" weight on the rear of the bike makes for an interesting ride on the bike.

To attach the kayak to the bike I used the bow toggle and a short bit of rope with a couple of good fat knots in it that tied right to the top of the rear pannier rack.

After saying all of that, I still don't have a setup I feel like riding in traffic with. Mine is still a little too top-heavy and I'm afraid it would tip over at just the wrong time. Remember that you are talking about a bike with a 17 foot trailer also.
