There is a rule of thumb that altering a boat design more than 10% up or down will create more difficulties than it's worth. If you do what you plan you will have an entirely different boat with unknown handling characteristics. Shrinking a 17 footer to 11 feet will greatly increase the rocker which can only be remedied by changing the shear line which means the deck will be different and on and on. You're also decreasing the carrying capacity by 30% or more.
Why not get a proven design of whatever length you want and build it as drawn?
