Hello Again Sage,

If you are sealing PVC to PVC then there is a glue that you can buy at any good marine chandlery. It is used to patch hypalon inflatable boats, which is basically PVC. Make sure it is compatable with PVC. I'm pretty sure that hypalon has a rubber coating and the glue may be different, but I think the one I bought does both. Too bad I used it all and don't remember who it was made by. There are numerous brands, but it's all similar and works like rubber contact cement. You coat both sides and press them together. Usually it has an activator to add to it first. You might even get lucky and it may stick to the plastic coating on your wires and you can just glue the PVC to the wires, but you will have to see.

For your application if you are filling in the gaps between the wires I would say go to the marine chandlery and buy some 3M 5200 marine sealant. Make sure you get the one that dries in 24 hours, and beware this stuff is MESSY when it's wet, but it seals great and sticks to just about anything. The 24 hour kind will dry in 24 hours... I mean you know how sometimes it says that but it takes three days to dry, but this stuff will dry in 24 or less.
