You may very likely need to resand the entire deck. BUT, I recently sanded off the epoxy AND glass from my entire deck, and I can tell you that it's not as bad as it sounds (if you have a good ROS, which I didn't when I started). Without the glass, you could possibly be done resanding in a few hours.

However, when I sanded off my glass, I had first glassed the interior so that I'd have some support. Clearly, you have no glass applied on it, so you'll need to be careful sanding. Yours will be more fragile than mine, but it's certainly doable without a lot of pain.

Also, it's very satisfying to fix a problem like this.... makes you feel accomplished and in much more control of the process than beforehand... at least it did for me.
