For that job, I would just use a low angle block plane. I find a spokeshave works well for relatively flat and concave surfaces, but getting the blade angle right and maintaining it on convex surfaces can be tough.
If you have a Record, Stanley or similar shave, the sharpening angle doesn't matter since the bevel is down. If you have a Veritas or similar low angle shave that uses the bevel up, the bevel angle will make a difference. Lower angles (20-25 degrees) work better on end grain and along the grain with hard woods, but tend to cause tearout when used along the grain in soft woods like cedar.
