Far be it for me to offer free advice when you have a lawyer you can pay, but I would suggest that if you want to sell a $10,000 boat, your customer is going to at some point want to see details of a full-sized complete boat that is representative of your workmanship. Your lawyer is probably right, there is no legal need to have a representative picture of all variants of your design. Levis does not need to show all the different sizes and colors of pants they sell, but they wouldn't get many customers if the pants they showed were not actually wearable by a human.
You would be well served to finish a full-sized boat per your specifications and show pictures of that boat on your websites. It is not a matter of legality, it is a matter of putting the customer at ease. It is good to do things by following a strict interpretation of the law, but lawyers don't have to sell boats. The best advertising for a beautiful wooden kayak is some cheese-cake shots of a beautiful wooden kayak. A scale model will serve as a stand in until you have the real thing, but you need pictures of what you can actually do.
I'm sorry if I have misinterpreted the evidence of your websites, but if I think you don't have any full-sized boats to show, imagine what a guy who is smart enough to have an extra $10,000 to spend on a kayak will think.
