another idea, for a flat deck (or at least a flat flange)

make the hatch lid itself the top of the bolt(bond the bolt head to the underside) and rotate the lid to lock in place.

would be similar to the rotating lid on the s&g nite heron, but the increasing slipping pressure on the gasket might tear it up over time. but maybe could use a way harder mat'l
