Assuming that you did indeed mix hardener with your epoxy, but perhaps got the amounts wrong, I would wait several more days...even a week before you decide to do something drastic. It should harden. If not...you can always scrape it off and recoat. I don't think it's a good idea to add another coat of epoxy over this slow curing layer...until you are sure it's going to cure.
