Glassing one side is good. Glassing both sides is better, much better.

If you plan to install some glass after the bulkhead is installed then insert the bulkheas so that the side you have glassed is facing the least convenient area of the boat to work in. That way, when you deide to put glass on the unglassed side you cna work on the job from the MOST convenient area of the boat. Even so it will probably be a bit cramped to work on a forward bulkhead.

I suspect pecoating the bulkhead before installing is simply to make the job neater and more convenient.
