I think scarfed strips are good for key strips where you need boat-length fair curves, but for most of the rest of a kayak you can just butt the strips together. The comment about glue starvation is worth noting. Both a sanded and a planed surface will soak up a lot of glue. It helps to precoat the surfaces, let the glue soak in, then apply a final coat of glue and clamp. what kind of glue are you using?
