I had some mistakes in my frame where I had to cut the dowels and drill new holes. You want to glue the cut-off dowels in place to fill the old hole and sand flat. Then drill the new hole. Hopefully the new doesn't overlap the old. But if it does, the glue should hold the old dowel in place.
