NASA uses explosive bolts on their hatches. *LINK*

All this talk of hatches and explosives makes me think of NASA. They have already solved the problem of hatch hold down hardware. The explosive bolt. This company can make them for you out of stainless steel, so rust won't even be a problem. Of course, you would need to buy them in bulk to have enough to reseal you hatch after you open it each time.
