The Pine they should just slide into without difficulty. So, I'm assuming you have tried to push/pull them into the glass layer. I think I would set them appox. in place and tap them with the hammer to mark where the points go, then drill or file some material off to fit. If you are going to epoxy them in place you can use the bolt to hold them ( providing, of course, that you don't get any epoxy on the bolt or threads ). If you do, just pull it out when the epoxy is set but still green.

I would put them into another scrap of wood and glue that up against the original hole in the deck. Not as pretty on the inside, but affective. Course it will take more bolt to reach them.
