They're called "hog rings" and are available in different sizes and materials (stainless or carbon steel. The 1/2" stainless will work with 3/16"-1/4" bungee and cost $5-$6 per 1000. You'll need a pair of hog ring pliers to crimp them with, which will set you back $10-$12. These are available at most marine suppliers and any commercial fishing supplier. Hamilton Marine has thems at the link below. Just scroll down through the list and click on the link.

You'll probably want some heat shrink tubing to cover the joints. Any electrical/electronic supplier will have it.
