They're called "hog rings" and are available in different sizes and materials (stainless or carbon steel. The 1/2" stainless will work with 3/16"-1/4" bungee and cost $5-$6 per 1000. You'll need a pair of hog ring pliers to crimp them with, which will set you back $10-$12. These are available at most marine suppliers and any commercial fishing supplier. You'll probably want some heat shrink tubing to cover the joints. Any electrical/electronic supplier will have it.
