Grab some rubber strands with a needle nose pliers. Pull them out. Cut off .75". Grab more. Pull them out and cut .75" off. You should be able to get most of them cut off, and the sheath will be loose. Most of them will pull back inside. Cut the long ones off. If you compress the sheath slightly, you should be able to roll it back, or at least expand it enough to get CA on the ends of the cut bungies, and push the other end in.
