Sure sounds like epoxy clouding. If it is, sanding back to clean wood is the only way I can think of to fix the problem, short of painting the whole hull. Rick's suggestion on the ROS is a good one. I sanded the 3mm cambered deck of my CLC Cape Charles back down to bare wood to fix a clouding problem. No glass, just epoxy, and was amazed by the controlability of the sander.
