I'm not sure, but I think the only issue in not putting glass on the outside of the seams is the potential to compromise the joint during the building process--as in having it come apart while handling the joined panels, or stitching, etc. Once the hull is fiberglassed, (1) there is a full wrap of 6 oz. glass on the outside; (2) there are three special layers of 6 oz. glass over that seam on the inside (2", 3" and 4" wide); and finally (3) there is a full layer of 6 oz. glass on the inside of the hull. The glass tape used to join the panel seams is very light (4 oz) and the tape on the joints sure seems superfluous by the time the hull is fully glassed. Just a guess on my part, but I'd bet that any handling rough enough to break the joint through all of the 6 oz layers of glass wouldn't be deterred by having that extra little bit of 4 oz glass that I skipped on the outside seam. Not that I'm planning on testing my theory, of course . . .
