If you decide to use neoprene for your skirt DO NOT USE AQUASEAL. You are much better off using proper neoprene cement. I used to teach diving/repair drysuits and all of the drysuit manufacturers were dead against aquaseal. The problem is that it is not as strong/durable as neoprene cement, and once you have used aquaseal the neoprene cement will no longer be effective. Basicly you end up putting on layer after layer of aquaseal, because it will eventually start to leak. It is probably ok for sealing nylon fabric, but I wouldn't recomend it for neoprene.

: kayak stores and supliers. It's used to install latex seals and patching
: drysuits etc. It lays flat and stays totally flexable forever. Dive shops
: carry it too. Some boating stores may have it.
