I sometimes use a grey camping pad for temporary outfitting, it seems to be closed cell and it's proven to be waterproof.
I glue it with Weldwood contact cement ... the volatile stuff. It's never separated. I don't think it's as durable as neoprene or Minicell unless it's covered with fabric. If you catch an edge it can tear easier.
