Well, I respect and understand everyone's desire to avoid two visible screw heads through the hull, especially after all that work building a beautiful boat. But that's what I've done on all my wood boats. They're visible, but I'm one of the guys who's not really bothered by it. Any problems would be immediately evident. I thought of the requirement that things be "Bombproof" in the environment you described paddling around in. Where you go would seem to be the last place I'd want a stud, t-nut , etc. to fail. With an epoxied plate, you're no longer relying on the bolts for strength, it's also the plate you've added.
The simplest solution would be to drill 2 over-sized holes through the hull, fill with thickened epoxy, then re-drill for the foot rail bolts. No worries.
