I heard something once, and altough I didn't try it, it sure sound like a great idea to solve this problem. The guy in question drilled a small hole in the bulkhead (about 3/16) and fill the hole with silicone. After the silicone was dry, he punch a hole in the silicone with a needle. This his to minimize water infiltration and equalize pressure on both side of the bulkhead.
