British kayaks (VCP, NDK, P&H) have the toggle holes about 2-2.5" behind the tip of the bow or stern, and pretty close to centered vertically (usually at or below the seam).
Reasoning behind this is the same as using a toggle instead of a loop--if you're in rough water and your boat flips while you're holding the toggle, at the end, you have less of a chance of the boat breaking your wrist. There's definitely enough "meat" there due to your end pour.
